Human Resource Development

Under the National Policy on Electronics the objectives for human resource development include significant enhancement in availability of skilled manpower in the Electronics sector Design and Manufacturing. Two Sector Skills Councils have been constituted related to electronics sector as part of overall national framework of National Skills Development Corporation (NSDC). These are

  • Electronics Sector Skills Council (http://essc-india.org)
  • Telecom Sector Skills Council (http://www.tsscindia.com)
  • The Department has initiated several initiatives to provide quality human resources for the Electronics System Design and manufacturing sector the following initiatives have been launched.

(i) Scheme for scaling up number of PhDs in Electronics and IT

A scheme to support 3000 additional PhD (1500 in ESDM and 1500 in IT/ITES) approved in February, 2014 at an estimated cost of Rs.401 crore. Out of 1500 additional PhDs in ESDM, 500 are would be full time and 1000 would be part time. In addition, 100 PhDs (full-time) are to be supported by industry/State Government as a part of this scheme.

(ii) Scheme of Financial Assistance for setting up of Electronics and ICT Academies

The objective of the above scheme is to set up seven (07) Electronics and ICT Academies as a unit in IITs, IIITs, NITs, etc., for faculty/mentor development/up gradation to improve the employability of the graduates/diploma holders in various streams, through active collaboration of States/UTs with financial assistance from the Central Government. Electronics and ICT Academy would aim to provide specialized training to the faculties of the Engineering, Arts, Commerce & Science colleges, Polytechnics etc, by developing state-of-the-art facilities.

(iii) Schemes on Skill Development in ESDM sector:

(a) ‘Scheme for Financial Assistance to select States/UTs for Skill Development in Electronics System Design and Manufacturing (ESDM) sector’

A ‘Scheme for Financial Assistance to Select States/UTs for Skill Development in Electronics System Design and Manufacturing (ESDM) sector’ with a target of skilling 90,000 candidates (in five levels) at a total outlay of Rs.113.77 crore with Grant-in-support of Rs. 100.00 crore (approx.) has been approved.  Based on the proposals received, an ‘Empowered Committee’ selected the states of Andhra Pradesh (Target: 7,500 in all 5 levels),  Telangana (Target: 7,500 in all 5 levels),  Jammu & Kashmir (Target: 15,000 in all 5 levels), Karnataka (Target :15,000 in all 5 levels), Kerala (Target: 11,250 - for Level 3, 4, 5 courses only), Punjab (Target: 15,000 in all 5 levels), Uttarakhand (Target: 3750 - for Level 1, 2 courses only) and Uttar Pradesh (Target : 15,000 in all 5 levels). An Expert Committee constituted by the Government to recommend the basket of courses which could be covered under the said scheme had recommended 64 courses[PDF]114.86 KB so far .

(b) Scheme for ‘Skill Development in ESDM for Digital India’[PDF]168.48 KB Under the aegis of ‘Digital India’ programme launched by Hon’ble Prime Minister, the department has approved a Scheme for “Skill Development in ESDM for Digital India” on 09.12.2014 to cover all the States/UTs of the country in order to facilitate creation of an eco-system for development of ESDM sector in the entire country for facilitating skill development for 3,28,000 persons in ESDM sector at an outlay of Rs. 411 crore (approx.) in a period of 4 years. This is in continuation of the above mentioned ‘Scheme for Financial Assistance to select States/UTs for Skill Development in Electronics System Design and Manufacturing (ESDM) sector’ approved earlier which is being implemented in 8 states. (iv) A project on ‘Capacity building in the areas of Electronic Product Design and Production Technology’ : has been approved on 01.5.2012 at a total estimated cost of Rs. 49.69 Crore. The project has been initiated for development of human resource at various levels including Certificate, Diploma, Post Graduate and Research Professionals with adequate competence levels with a target of training 11,515 candidates in five years. The project further aims at upgrading the competence of working professional in Indian Industries and knowledge/ skills of faculty of technical institutions. The project is being implemented by NIELIT Centres at Aurangabad & Chennai and CDAC Hyderabad. Under this project, NIELIT Aurangabad has launched M.Tech(part time) in Electronic product design and B.Tech(full time), both in affiliation with Dr. B.A.M. University, Aurangabad with a vision to bridge the gap between academia and Industry, the implementing agencies have launched 6 week modular courses in Electronic Product Design, Embedded System Design, Electronic Packaging, Wireless Embedded System. Further, a 6 month (full time) Post Graduate Diploma in Electronic Product Design has also been launched.

(v) ESDM Skill Development Courses in select 50 CABA-MDTP Centres in five states:

DeitY has approved a project for Skill Development in Electronics Hardware to be implemented jointly by National Council of Promotion of Urdu Language (NCPUL) (www. http://www.urducouncil.nic.in/) and National Institute of Electronics and Information Technology(NIELIT) Chandigarh. NCPUL is an autonomous institution under the Ministry of Human Resource Development. Under the said project, courses approved by Electronics Sector Skills Council and Telecom Sectors Skills Council will be imparted at 50 select CABA-MDTP Centres of NCPUL in 5 states namely Bihar, Delhi, Jharkhand, Uttar Pradesh and Jammu and Kashmir. The project outlay is Rs 23.2 crore and it is proposed to train 10,000 youth in a period of 3 years. The DeitY grant is being used to equip the CABA-MDTP Centres with requisite lab infrastructure required for the purposes of the training. (vi) Skill Development in Electronics System Design and Manufacturing by NIELIT :

  • Electronic System Manufacturing (ESM)-1, ESM-2 and Electronic System Design (ESD)-1 under NIELIT-ESDM Certification Scheme
  • All India Post Graduate Diploma in VLSI & Embedded Hardware Design
  • All India Post Graduate Diploma in ASIC Design and Verification
  • All India Post Graduate Diploma in Embedded Real Time Systems

NIELIT-ESDM Certification Scheme & All India PG Diploma courses are to generate quality manpower in the area of Electronic System Design & Manufacturing. The scheme also aims to facilitate the ESDM ecosystem in India by utilizing the facilities and expertise available with the NIELIT Centres besides other training institutions in the Non-Formal sector. Implementing institutes are required to set up the required infrastructure to enable the students to have more time on practical sessions. The scheme is open to all private coaching institutes through accreditation mechanism. These courses will be on offer at select NIELIT Centres initially. Any NIELIT accredited centre across the country can also offer these courses. (vii) Special Manpower Development Programmes (SMDP) for VLSI and Chip Design

A project entitled “Special Manpower Development Program for Chips to Systems” has been approved by the Department. The project aims at developing skilled / specialised manpower in the area of Microelectronics/ VLSI Design/ System Development (including embedded system)/ System on Chip. The project also aims at broadening the base of quality research in these areas in institutions other than premier institutions like IITs / IISc etc. by involving faculty of these premier intuitions to guide researchers of such other institutions. The program will result in development of more than 50,000 industry ready skilled / specialised manpower in the area of VLSI/ASIC Design, System on Chip / system design at different levels i.e. PhD, M. Tech and B.Tech.The program aims at increasing the country’s global VLSI design share from existing15-16% to 30-36%
