Scheme for participation of private institutes under ISEA Project.

Subject: Information Security Education and Awareness Project Participation of Private academic institutions reg.

1. Government has identified Information Security as one of the thrust areas. The Department of Electronics and Information Technology (DeitY) had set-up an Inter-Ministerial Working Group on Cyber Security Education and Awareness Programme. The aim of the Working Group was to Recommend an action plan and strategy for Human Resource Development in the country in the area of Cyber Security / Information Security leading to development of indigenous hardware and software capabilities in the core area of Information Security. On the recommendations of this working group the Information Security Education and Awareness (ISEA) Project has been initiated/launched with a budget outlay of Rs. 70 crores over a period of 5 years.

2. The main objective of the Information Security Education and Awareness Project is Human Resource Development in the country in the area of Information Security. The Project has the following broad aims:

  • Introduce Information Security Curriculum at M.Tech & B.Tech level and Research Activity / PhD.
  • Train System Administrators/ Professionals by offering 1-year PG Diploma Course, 6-months Certificate Course, 6-weeks/2-weeks training programme in Information Security.
  • Train Government Officers Central and State, on Information Security issues.
  • Education Exchange Programme.
  • Bring Information Security awareness in the country.

3. The activities of introduction of Information Security curriculum is to be implemented through 9 Resource Centres and 35 Participating Institutes. Resource Centers will be the mentoring institutions for Participating Institutes and are premier institutes like IITs, IISc Bangalore and TIFR Mumbai, while the Participating Institutes include National Institutes of Technology, Government Degree Engineering Colleges , Societies of DIT, etc. The related details of some of the key activities under the ISEA Project are given at Annexure-I.

In order to meet the expected requirement of Information Security professionals, it has been decided that private academic institutions may also be involved in this project to generate requisite manpower in this area. The criteria for selection of Private Institutes for participating in this project has been approved by the Competent Authority. These are:

4. Selection criteria of private institutes as Participating Institutes (PI) under the Information Security Education and Awareness Programme. 

The capabilities and infrastructure requirement which will render any private institutes to be eligible to become a Participating Institute (PI) are the following:

a. Eligibility Criteria for private academic institute

  • Should be an AICTE/ UGC approved Institution conducting graduate/ postgraduate programme as engineering discipline
  • Should be a non-profit organization.
  • Should have two streams of Bachelor/Master of Engineering course already running in the institute i.e. Computer Sc./ Engg. and Electronics & Communications.
  • At least four (4) permanent regular full time faculty (in the above mentioned streams) appointed as per AICTE/UGC norms, should be in position (lecturer level or above).
  • Should have a Laboratory with at least fifteen computers with necessary accessories and licensed Software so that a batch of 30 students can be accommodated and also existence of corresponding space for classrooms.
  • All the systems must be connected through LAN; wireless or Cable
  • Should have broadband Internet connectivity.
  • Internet availability to all the students.
  • Should have good comfortable library with seating capacity of around 30 persons and having sufficient number of latest Computer Science & Engineering and Electronics & Communications Engineering books and journals.
  • Institute should nominate a Project Investigator and co-investigator of the level of at least Asst. Professor for day to day interaction with DIT.

b. Responsibilities of private academic institute under the project

  • Should be willing to exactly replicate hardware and software as identified for the existing participating institutes in order to maintain uniformity.
  • Should be willing to commit/strive to achieve similar number of faculty as to that of other identified PI of the project.
  • Should be willing to undertake in writing a commitment to run/offer at least one of the courses and strive to run/offer all courses similar to the ones identified for the Participating Institutes.

c. Benefits under ISEA Project to the identified/ selected private institutes

  • Access of their faculty/ staff to attend Faculty Training' Programmes conducted by RCs/PIs on payment of requisite fee and meeting all other expenditures.
  • Access for the faculty/ staff to attend any other training programmes at RCs/PIs on payment of requisite fee and meeting all other expenditures.
  • Access to the training material, courseware developed under ISEA project. The information accessed by the institutions or their representatives shall be used only for furtherance of the objectives of this project and not for commercial or professional gains and shall be subject to the relevant provisions of IPR. Appropriate precautions shall be taken by the Institutions to ensure that IPR or copy right/ patents (if registered on the material accessed) is not infringed.

5. The above decisions of the Government are, therefore, brought to the notice of all AICTE/ UGC approved institutions conducting graduate/postgraduate programme as engineering discipline and who meet the above mentioned eligibility criteria and are interested to participate in the implementation of this project to help build capabilities/expertise for the country in the area of Information Security. Annexure-I

1. Introduction of Information Security Curriculum at M.Tech & B.Tech level and Research Activity / PhD

Under this activity the following will be initiated:

  • M.Tech in Information Security / M.Tech in Computer Science with Specialisation in Information Security - a 4-semseter programme
  • Retrofitting of Information Security Curriculum in existing B.Tech / B.E. and M.Tech / M.E. courses in Electrical / Electronics / Communications / Computers etc.
  • Research Programme leading to PhD.

2. Train System Administrators

Following training programmes will be conducted for system administrators:

  • Diploma Course in Information Security - Two-Semester Course
  • Certificate Course in Information Security - One-Semester Course
  • 6-weeks training programme in Information Security
  • 2-week training program in Information Security

3. Education Exchange Programme

Educational Exchange Programme will comprise the following activities under the project:

  • Training scientists / engineers / officers of DIT, including those of Societies and attached offices of DIT, and from other Ministries / Departments as Master Trainers at Indian Institute of Science, Bangalore and Carnegie Mellon University , Pittsburgh , USA .
  • Invite Experts from other countries as well as experts from Universities / Industries/ Govt. organisations within India to give lectures in select institutions.
  • Bilateral Cooperation with institutes like The French National Institute for Research in Computer Science and Control (INRIA), France etc.
  • Faculty of Academic Institutions, Experts and other Professionals working in the area of Information Security to be sponsored for Presenting Papers, attending Conferences, Short-term courses, tutorials etc. both at the National as well as International level.

The activities at ii) and iv) will be implemented at Resource Centres and Participating Institutes.

4. Responsibilities of Resource Centres and Participating Institutes

Responsibilities of Resource Centre

  • Train the faculty of the Participating Institutes.
  • Provide technical support to the Participating Institutes attached to it.
  • Offer M.Tech in Information Security/ M.Tech in Computer Science with specialisation in Information Security.
  • Offer PhD program in Information Security.
  • Offer B.Tech & M.Tech in Electrical / Electronics / Communication/ Computers disciplines retrofitted with Information Security courses.
  • Organise Annual Appraisal workshop for Participating Institutes attached to it.
  • Organise International Conferences (optional).
  • Development of Learning Ma terial in identified areas for use of Resource Centres and Participating Institutes in teaching Information Security Courses.
  • Information Security Education Exchange Programme (optional). (i.e Invite experts from Universities / Industries/ Govt. organisations within India and from other countries)
  • Offer 2-semester Post Graduate Diploma Programme in Information Security.
  • Offer 6-week Short-Term training programme in Information Security.

Responsibilities of Participating Institute

  • Offer M.Tech in Information Security/ M.Tech in Computer Science with specialisation in Information Security (optional only six Participating Institutes to offer the course)
  • Offer PhD program in Information Security (optional)
  • Offer B.Tech & M.Tech in Electrical / Electronics / Communication/ Computers disciplines retrofitted with Information Security courses
  • Offer 2-semester Post Graduate Diploma Programme or 1-Semester Certificate Course in Information Security
  • Offer 2-week Short-Term training programme (2 per year) in Information Security
  • (The broad details of the curriculum of the above courses mentioned above shall be provided to the interested institutes)
