NIELIT

National Institute of Electronics and Information Technology (NIELIT) is an autonomous scientific society under the administrative control of Ministry of Electronics and Information Technology (MeitY), Government of India. NIELIT is actively engaged in Capacity Building and Skill Development in the areas of Information Technology (IT); Electronics; Communication Technologies; Hardware; Cyber Law; Cyber Security; Geographic Information System (GIS); Cloud Computing; Electronics System Design & Manufacturing (ESDM); e-Waste; Internet of Things (IoT); Big Data; Block Chain; Data Analytics; e-Governance and related verticals. It offers courses both in Formal as well as Non-Formal Sectors and is also one of the National Examination Bodies. NIELIT accredits institutes/ organizations for the conduct of courses in the Non-Formal Sector. NIELIT is also rolling out IT Literacy Programmes for many State Governments for its employees and the masses. NIELIT is also entrusted by many organizations to conducts their recruitment examinations. NIELIT has vast experience in conducting Online examinations and Third party assessments of courses.

NIELIT undertakes various projects under Capacity Building in IECT with the objective of creating human resources at various levels, which includes employment and self-employment linked quality and cost-effective training programmes. Besides, NIELIT also conducts IT Literacy programmes for the masses, targeted towards the rural/ underdeveloped areas in the country.

NIELIT is functioning under the overall control and guidance of the Governing Council. The Hon’ble Union Minister for Electronics and Information Technology (E&IT) is the Chairperson of the Governing Council and the Hon'ble MoS (E&IT) is the Deputy Chairperson. The other members of the Governing Council are drawn from Government, Industry, Academia and representatives of various professional bodies.

The Management Board of NIELIT is chaired by the Secretary, Ministry of Electronics and Information Technology (MeitY), Government of India. Each NIELIT Centre has an Executive Committee consisting of representatives from respective State Governments, Academic Institutions and Industry for effective implementation of the decisions of the Management Board and the Governing Council.

The Academic Advisory Committee (AAC) is chaired by an eminent Academician with its members drawn from Academic and Industries and is the Advisory Body on the academic activities of NIELIT. Registrar, NIELIT has been appointed as the First Appellate Authority under RTI Act.

The Finance & Accounts (F&A) Committee of NIELIT is chaired by the Director General, NIELIT and the Committee assists the Governing Council by recommending the Budget Estimates / Revised Estimates and other finance related matters. The Committee scrutinizes the Audited Annual Accounts before its submission to the Governing Council for adoption, besides appointment of Auditors. Director General, NIELIT is the Chief Executive Officer of the organization. He is supported by Registrar, CFO, CoE and Joint Director (Technical) at HQs and Executive Director/ Director/Director-In-charges at Centres level.

The Vigilance Section of NIELIT is headed by the Chief Vigilance Officer (CVO), a senior officer from MeitY. The CVO is assisted by Vigilance Officers at all NIELIT Centres and also at NIELIT Headquarters.

In order to promote transparency and accountability, mandatory provisions of the Right to Information Act (RTI) have been implemented in the Institute with effect from July 2005. The Public Information Officer (PIO) at Headquarters, as well as, PIOs at all NIELIT Centres have been appointed, as per the requirement spelled out under RTI Act. To deal with the requests under RTI Act, internal procedures have been formulated and the mandatory information has been hosted on the NIELIT website (www.nielit.gov.in). With a view to bring excellence in public service delivery and to redress grievances of citizens in a meaningful manner, NIELIT has also appointed a Public Grievance Officer (PGO), in line with the guidelines promulgated by Department of Administrative Reforms & Public Grievances. The statutory instructions for use of Hindi are being complied in accordance with region wise locations of NIELIT Centres.

SKILL DEVELOPMENT, CAPACITY BUILDING AND EMPLOYABILITY

Skill development is crucial for stimulating a sustainable development process and can contribute to facilitate the transition from the informal to the formal economy. The principles and values of decent work provide guidance for the design and delivery of skills development and are an effective way of efficiently managing transformation. The National Policy on Skill Development is aimed towards empowering all individuals through improved skills, knowledge and nationally and internationally recognized qualifications to gain access to decent employment and to ensure India's competitiveness in the global market. NIELIT plays an important role for skilling of youth in the area of Information, Electronics and Communication Technology (IECT). The wide repertoire of NIELIT Courses includes: (a) Courses in the Formal Sector offered by the NIELIT Centres in association with State Universities/Technical Board such as M.E./ M.Tech, B.E./ B.Tech, MCA, BCA programmes; Aurangabad Centre is also conducting Ph.D Program in the area of Electronics (b) Courses in the Non Formal Sector in IT, Hardware, etc., under four levels, namely 'O' (NSQF Level 5); 'A' (NSQF Level 6); 'B' (NSQF Level 7); and 'C' (NSQF Level 8); (c) Short Term Courses in niche areas; and (d) IT Literacy Programmes for the proliferation of Digital Literacy in the country; besides specialized programmes in e-Governance, e-Waste, GST etc. targeted towards empowering the employees of the State Governments. In addition, NIELIT has also created expertise for the roll out of customized skill development programmes as per specific needs of public and private sector firms.

Efforts have been made to broaden the scope of courses being offered by NIELIT with the primary objective of empowering youth and enhancing their livelihood in line with ‘Digital India,’ ‘Make in India’ and ‘Skill India’ mission of Government of India. Emphasis has been made to ensure that any new course developed by NIELIT is in sync with industry requirements so that students undergoing training under these courses are readily absorbed in the industry. In order to ensure that NIELIT Courses are up to date and aligned with industry requirements, pro-active measures are being taken to align these courses with government regulation and framework. NIELIT has aligned 77 courses with NSQF (National Skills Qualifications Framework). {NSQF is a competency-based quality assurance framework that organizes qualifications in terms of aptitude, knowledge, skills and Learning outcomes; whether they are obtained through formal, non-formal or informal learning.}

NIELIT has established itself as a premier organisation having pan –India presence through a network of 42 NIELIT Own Centres at Agartala, Aizawl, Ajmer (Kekri), Alawalpur, Aurangabad, Bhubaneshwar, Calicut, Ropar (with facility at Chandigarh), Chuchuyimlang, Churachandpur, Chennai, Delhi, Dibrugarh, Gangtok, Gorakhpur, Guwahati, Haridwar, Imphal, Itanagar, Jammu, Jorhat, Kohima, Kokrajhar, Kolkata, Kurukshetra, Leh, Lucknow, Lunglei, Lakhanpur, Pali, Pasighat, Patna, Ranchi, Senapati, Shillong, Shimla, Silchar, Srinagar, Tezpur, Tezu and Tura, with its Headquarters at New Delhi. It is also well networked throughout and a network of about 900+ Accredited Training Institutions for training of O/A/B/C level courses, besides a network of about 10,000+ Facilitation Centres engaged in training of digital literacy courses.
