Draft RFQ for Providing Managed Data Digitization Services for the Creation of NPR in Urban Areas

Office of Registrar General & Census Commissioner of India (ORG&CCI) under the Ministry of Home Affairs, Government of India is creating a National Population Register (NPR) that will serve as a comprehensive identity database of the usual residents of the country. As part of the NPR, demographic and biometric information of all usual residents are being captured. The demographic information is being captured through the NPR Schedules that are being filled by Census Enumerators as part of the Census 2011 exercise. The demographic information thus collected will be digitized and thereafter, biometrics of all usual residents will be captured through camps planned at villages in rural areas and at wards in urban areas.

Department of Information Technology (DIT), Government of India has been assigned the responsibility of digitization of the demographic information and collection of biometrics for 19 States and 2 Union Territories of the country.

Department of Electronics Accreditation for Computer Courses (India), http://www.nielit.gov.in/ is an autonomous body of the Department of Information Technology, Ministry of Communications & Information Technology, Government of India with Head Quarters at New Delhi. It is involved in training (corporate, government & individual), consultancy, product development, entrepreneurship development & HRD in information, electronics & communication technologies. It has a network of centres in India and around the globe. DOEACC will be responsible for demographic data digitization and biometric data collection in the urban areas of the 19 States and 2 Union Territories assigned to DIT by Registrar General of India (RGI).

It is proposed to engage the services of one or more Managed Service Providers across the identified 19 States and 2 UTs for the purposes of demographic data digitization for the usual residents of the urban areas of the 19 States and 2 UTs.

Meeting with pre-qualified agencies to discuss “Draft RFQ for Providing Managed Data Digitization Services for the Creation of NPR in Urban Areas”

A meeting is being convened on 15-Oct-2010 at Electronics Niketan, Department of Information Technology, to discuss the Draft RFQ for “providing managed data digitization services for the creation of NPR in urban areas” with eligible / pre-qualified agencies (as per pre-qualification criteria mentioned in the aforementioned Draft RFQ.
