Bilateral Cooperation

The EU:

India and the European Union have long standing relationship in the field of technology. Under EU-India TTC, MeitY leads the Working Group on “Strategic Technologies, Digital Governance and Digital Connectivity”, which met for the first time on May 3, 2023 followed by a Business Roundtable. The first TTC meeting was held on May 16, 2023 in Brussels.  Hon’ble MEIT presided over the Second India-EU Trade and Technology Council (TTC) Ministerial meeting on November 24, 2023. Based on the outcome, a workplan 2023-24 has been agreed upon. India and EU signed an MoU on Semiconductor on November 21, 2023. Joint India-EU Workshop on High-Performance and Quantum Computing under the India-EU Intent of Co-operation Program was held in June 2023, at the C-DAC Pune.

France:

An MoU between MeitY and the Ministry of Economy, Finance and Industrial and Digital Sovereignty, France was signed on July 13, 2023 for cooperation in digital technologies. On July 14, 2023, an agreement was executed between NPCI International and Lyra Network of France to implement Unified Payment Interface (UPI) in France. A bilateral meeting was held between Hon’ble MoS (EIT) and H.E. Mr. Henri Verdier, Ambassador, Ministry for Europe and Foreign Affairs, France on the sidelines of 4th DEWG and DEMM G20 2023 Bangalore.

Germany:

Under the Indo-German JDI on Cooperation in the Field of Digitalization - Empowerment and Economic Impact, the annual meeting of Indo-German Digital Dialogue was held on December 4, 2023. In May 2023, both sides had virtually signed the Indo - German Digital Dialogue Work Plan 2023-2024.

Japan:

A meeting between Hon’ble Minister for Electronics and Information Technology and a high-level delegation led by H.E. Mr. Yasutoshi Nishimura, Minister of Economy, Trade and Industry of Japan was held on July 20, 2023. During this meeting, an MoC was signed between MeitY and the Ministry of Economy, Trade and Industry (METI), Japan on Japan-India Semiconductor Supply Chain Partnership under IJDP and IJICP. A technical delegation led by NPCI visited Japan in July 2023 to discuss UPI with various Japanese stakeholders in the digital payments domain.

Russia:

The 7th meeting of the Joint Working Group on Information and Communication Technologies within the framework of Intergovernmental Russian-Indian Commission on Trade and Economic, Scientific, Technical and Cultural Cooperation was held online on March 1, 2023. A bilateral meeting was held between Hon’ble MoS (EIT) and H.E. Mr. Filatov Evgeni, Deputy Minister, Ministry of Digital Development, Communications and Mass Media of the Russian Federation, on the sidelines of 4th DEWG and DEMM G20 2023 Bangalore.

Saudi Arabia:

An MoC between Ministry of Communications and Information Technology (MCIT), Kingdom of Saudi Arabia & MeitY, GoI in the field of Digitisation and Electronic manufacturing was signed on August 18, 2023. It aims to enhance cooperation in SMEs and Start-ups, knowledge sharing in new and emerging technologies, electronics system design and manufacturing and technical development and expansion in the markets of the ICT sector.

UK:

Secretary, MeitY met with UK Prime Minister’s Deputy Representative for AI and Director- International and Economic Security, Department for Science, Innovation and Technology on October 12, 2023 in MeitY to discuss bilateral cooperation activities in digital sector between the two countries. The ‘AI Safety Summit 2023’ at Bletchley Park, Buckinghamshire in United Kingdom (UK) held on November 1-2, 2023. Hon’ble MoS addressed the inaugural plenary session and shared India’s commitment to Artificial Intelligence, with a strong focus on safety, trust, and accountability.

USA:

In May 2023, an Indian delegation led by Secretary, MeitY visited the USA for an inter-ministerial discussion under the India-US ICT Working Group. Discussions centered around electronics manufacturing, digital infrastructure, emerging technology collaboration, and digital talent in the areas in ICT with relevant Stakeholders. Several MoUs were signed between India and the US in resilient semiconductor supply chains and between MeitY and leading US companies in 2023. In June 2023, an announcement was made regarding the U.S. India Global Digital Development Partnership. In July 2023, HPC collaboration between India’s CDAC and US ADAC Institute has been initiated. MeitY India and NSF US entered to an Implementation Arrangement (IA) in May 2023 for collaborating to fund joint projects in various applied research areas followed by webinars and workshops organized in subsequent quarters.
